A year after the events of Ultron another international incident had occured, it involved the Avengers, and led to massive destruction. Politicians have decided to take matters into their own hands and set up a system of control. When Steve Rogers tried to protect his friend Bucky Barnes from government forces, he directly conflicted with Tony Stark. The Avengers are divided into two camps: Captain America is not willing to work with the government, and Iron Man who supports them.
